Public Hearing: PUD-81-30-48M/PUD-85-82-01; City of Pleasanton — Consider a Major <br /> Modification to the Planned Unit Development for Hacienda Business Park to adopt <br /> various standards and guidelines to guide development on three parcels close to the <br /> Dublin/Pleasanton BART station, and to provide design concepts for associated <br /> improvements including streets, landscaping, bike and pedestrian connections and open <br /> space (Hacienda TOD Standards and Design Guidelines) on three sites located at (1) <br /> Southeast corner of Willow Road and Owens Drive (APN 941-2778-013) (2) North of <br /> Gibraltar Drive and Hacienda Drive (APN 941-2778-011) and (3) Southeast corner of <br /> Gibraltar Drive and Willow Road (a portion of APN 941-2761-003) <br /> Community Development Director Brian Dolan gave the staff report and outstanding issues from <br /> the workshop as a sunset clause on the trail agreement, open space requirements and a <br /> possibility of a public park, setback issues, retail and live/work issue on Gibraltar Drive, retail <br /> depth, request for adding livability standards and request to hear summary of traffic impacts. <br /> There has been considerable movement by BRE back to recommendations of the task force, <br /> and there is agreement in almost all areas with some areas of compromise, which he described. <br /> Traffic Engineer Mike Tassano addressed traffic volume questions in regard to the General Plan <br /> and the proposed project with new land uses, trip generation rates, and noted 8 intersections fail <br /> LOS, stating that with the office there were 9 failing, for which there are mitigations for all LOS <br /> failures. He then discussed lane reductions, higher volumes on those traveling to and from the <br /> BART station, diversions taking alternate routes, and mitigations involving a balancing of <br /> vehicles. He reviewed angled parking and options for removing it, widening the travel lane, or <br /> providing alternate paths for bicyclists. <br /> Mr. Dolan completed his presentation regarding bus facilities, to which he will work on when a <br /> project proposal is received. <br /> Mayor Hosterman recognized the significant communication and agreement on many items <br /> since the workshop. <br /> John Wayland, BRE, thanked the task force and Planning Commission for managing issues, as <br /> well as staff for finding a solution that meets the intentions of the guidelines while also <br /> addressing the needs of BRE and W.P. Carey.
