The Mayor of the City and the City Clerk are <br />authorized to make such changes to the Facility Lease Project <br />Phase I prior to the execution thereof as may be required in <br />the interest of the City where such changes do not materially <br />increase the obligation of the City or where such changes are <br />first approved by resolution of the City. <br /> 4.
