BACKGROUND <br /> Police Service Canine Kaij has been in service with Officer Dave Batoy for the past <br /> seven years and has exceeded his expected working life as a Police Service Canine. <br /> During the past year, Kaij's overall health and physical condition has declined due to his <br /> age and repeated injuries suffered during his service to the community. Kaij's <br /> musculoskeletal decline and degenerative osteoarthritis makes him prone to <br /> sprain/strain and other injuries. After a thorough examination by the cities authorized <br /> veterinarian, it has been established and recommended that Kaij's conditions <br /> necessitate his retirement as a Police Service Canine. <br /> It has been a long standing practice to transfer ownership of retired canines to a <br /> qualified Police Service Canine handler for one dollar and to purchase a medical <br /> insurance policy for future medical care. Research relative to canine medical insurance <br /> policies indicates an approximate yearly cost of $600.00. However, these policies do <br /> not cover pre-existing medical conditions. The medical costs for Kaij's pre-existing <br /> medical care could exceed $1,100.00 per year. Since it is anticipated that the majority <br /> of care Kaij will require in post retirement will be related to his pre-existing injuries, it is <br /> therefore recommended that the City of Pleasanton offer a comparable compromise. <br /> The City of Pleasanton agrees to pay up to $600.00 per annum for medical services <br /> associated with Kaij's care over the next three calendar years. The care must be <br /> provided by the existing city approved veterinarian and billed directly to the City of <br /> Pleasanton as is done under current practice. Traditionally, Police Service Canines life <br /> expectancy following retirement is two to three years. <br /> Officer Dave Batoy will pay one dollar for Police Service Canine Kaij and assume all <br /> responsibility and liability for the Police Service Canine above the $600.00 per annum <br /> medical coverage cost paid for by the city. This benefit will include the current 2011 <br /> calendar year and continue through December of 2013.
