THE CITY OF <br /> 08 <br /> FSEASANTONO CITY COUNCIL AGENDA REPORT <br /> May 17, 2011 <br /> Police <br /> TITLE: TRANSFER OF OWNERSHIP OF POLICE CANINE "KAIJ" TO OFFICER <br /> DAVE BATOY <br /> SUMMARY <br /> Police Service Canine Kaij is 7 years old and is no longer capable of carrying out his <br /> assignment due to musculoskeletal decline and degenerative osteoarthritis. These <br /> ailments are causing pain in his hips and make him prone to sprain/strain in addition to <br /> other injuries. His current condition requires that he retire from service with the <br /> Pleasanton Police Department as prescribed by the cities authorized veterinarian. <br /> RECOMMENDATION <br /> In keeping with past practice, it is recommended that ownership and responsibility of <br /> Kaij be transferred to his long time partner and handler Officer Dave Batoy for one <br /> dollar. Additionally, as in previous examples of police canine retirements, a medical <br /> insurance plan be provided by the City of Pleasanton for a period of three years as a <br /> means of mitigating post retirement medical costs associated with serving the <br /> community. However, due to the pre-existing nature of Kaij's injuries, a medical <br /> insurance plan will not effectively serve Officer Batoy with post retirement medical costs. <br /> It is therefore recommended that the City of Pleasanton offer a comparable <br /> compromise. The City of Pleasanton agrees to pay the first $600.00 of medical care <br /> associated with Kaij's pre-existing medical conditions at the city approved veterinarian <br /> for the next three calendar years. <br /> FINANCIAL STATEMENT <br /> The fiscal impact associated with the recommendations will include mitigating the post <br /> retirement medical costs associated with Kaij's pre-existing medical conditions. This <br /> benefit will include the remainder of 2011 calendar year and continue through <br /> December of 2013. The fiscal impact will not exceed $1,800.00 and could be less <br /> depending on the life span of Kaij. Traditionally, Police Service Canines life expectancy <br /> following retirement is two to three years. <br />
