Public Education and Review Duty <br /> <br />While the GHAD does not have direct responsibility to maintain individual lots, any hazardous <br />or potentially hazardous conditions viewed by GHAD staff which are confined to a single lot <br />should be passed on to the appropriate governmental authority. <br /> <br />It is not expected that GHAD funds will be used to review new construction, house additions, <br />swimming pools, or lot retaining walls; however, CC&Rs shall dictate that the GHAD be <br />consulted on these modifications because they may tend to destabilize the ground. Those <br />homeowners requesting lot improvement plan review from the GHAD shall pay a reasonable fee <br />set by the GHAD Board of Directors. <br /> <br />Properties within the GHAD will be subject to separate deed disclosure that will provide the <br />following guidelines and public information to homeowners: <br /> <br />No excavation, drilling, trenching, or other earth-moving activities, such as those related to <br />installation of retaining walls, swimming pools or other underground structures, are to be <br />undertaken without obtaining appropriate City and~or County permits. <br /> <br />The installation of permanently pressurized irrigation systems should be restricted to avoid <br />any detrimental saturation of the slope area. Resulting damage to the slope could adversely <br />affect the stability of a house constructed upon the adjacent lot and/or houses on other lots. <br /> <br />Each lot must be graded in accordance with the approved lot development plans. Prior to any <br />regrading on a lot, the lot owner's State of California licensed Geotechnical Engineer or <br />Certified Engineering Geologist will review lot improvements. The Geotechnical Engineer <br />will provide criteria to the GHAD Geotechnical Engineer for lot grading, foundation design, <br />surface and subsurface drainage and r~taining wall design. The geotechnical consultant <br />employed by the lot owner shall observe excavations and provide an "as-built" report of the <br />conditions encountered and mitigation measures taken. This report shall go to the GHAD <br />consultant. The GHAD Engineer will provide recommendations as required. The <br />Geotechnical Engineer should also review and be aware of any prior improvements on the lot <br />and in the vicinity, including any slope repairs and subdrainage systems installed during the <br />initial subdivision grading, or in some cases, by the development of adjacent lots. <br /> <br />4992.5.001.01 <br />February28,2003 14 DRAFT2 <br /> <br /> <br />
