Attachment 3 <br /> 1. Needs Assessment <br /> LPFD conducted a needs assessment and the findings have been incorporated in the transition <br /> plan below. Some critical areas of the assessment included: <br /> i. Transferring the data from UPA hardcopy documents to CERS. <br /> ii. Getting "non- computer" businesses to report electronically. <br /> iii. Building or acquiring a data management system or upgrading and expanding an existing <br /> system so that it can exchange UP information with CERS. <br /> iv. Data management system maintenance after initial implementation. <br /> v. Procedural changes for regulatory staff to manage electronic data. <br /> vi. CERS and local system training for UPA staff. <br /> vii. CERS training for the business community. <br /> viii. Support from the state. <br /> 2. Collecting, Submitting, and Storing Unified Program Related Information <br /> i. CERS will be used to collect and store local UPA information specified in the Title 27 data <br /> dictionary. <br /> ii. LPFD does not require additional locally collected UPCF information. <br /> iii. LPFD will use CERS for business - agency submittal and will not have its own portal for <br /> business submittals. <br /> iv. NOTE: LPFD has no PAs <br /> 3. Management of Data Changes /Updates <br /> i. Businesses will change their information in CERS. <br /> ii. The business information changes will be approved in CERS. <br /> LPFD is planning to use the comparison tool in CERS which compares the latest HMBP <br /> information with previously submitted information. <br /> 4. Inspection /Enforcement <br /> i. LPFDs inspection and some enforcement information will be collected in the field and entered <br /> into the LPFD database using mobile tablet PCs with wireless internet and LPFD database <br /> access. Enforcement information generated in the office will, of course, be entered in the <br /> office. <br /> H. The tablet PCs access CERS through their wireless connection <br /> ii. LPFD staff will use mobile tablets to access previous and current business information while <br /> out in the field <br /> iv. LPFD staff use the mobile tablets to offer businesses on- the -spot assistance in entering <br /> regulatory information into CERS <br /> v. LPFD staff, in coordination with their businesses, make on- the -spot changes to regulatory <br /> information in CERS. <br /> vi. CERS will not provide any ability to schedule inspections. Inspection scheduling will be done <br /> using the LPFD database. <br /> 5. Billing/Invoicing/Permitting <br /> CERS does not provide for billing, invoicing, or permitting of businesses. LPFD will use its <br /> local system for these processes. <br /> ii. LPFD will need to gather business information and documents other than the UPCF <br /> information for billing /invoicing or permitting purposes and will do this through its local system. <br /> Page 2 of 4 <br />
