Attachment 3 <br /> 6. Training <br /> i. Staff Training: Identify expected training needs for UPA staff that includes management, <br /> inspection staff, and administrative personnel. The state will provide CERS training, but the <br /> UPA will need to provide training for their local interface and data management system. <br /> ii. Participating Business Training: Identify training needs and proposed outreach for businesses <br /> within their jurisdiction. <br /> 7. Help System <br /> i. The first level of help for businesses will be LPFD. <br /> ii. Cal /EPA will provide Help Desk support for documentation and resolution of issues related to <br /> the use of CERS. Support by Cal /EPA includes support to regulated facilities and UPAs. <br /> ii. LPFD will not have a local business portal. <br /> iv. The LPFD website will provide informative regarding CERS and contain links to State <br /> resources. <br /> 8. Service Contract and Grant (fiscal) <br /> i. See the attached grant package. Only grant funds, and no service contact funds, will be used. <br /> 9. Ongoing Support and Maintenance <br /> The initial development of the updated and expanded data management system involves significant <br /> costs. On -going costs, however, will not be significantly higher than historical costs. LPFD has used <br /> and will continue to use FileMaker Pro for a number data needs since before the inception of the <br /> Unified Program, so license, training and maintenance costs will not be affected by the AB 2286 <br /> requirements. Relatively small on -going costs will be incurred to continue to provide all inspectors <br /> with laptops with internet access as opposed to desktop computers, and system server needs will <br /> expand somewhat. Our existing technology related budgets will be adjusted to accommodate these <br /> relatively modest changes without the need to raise fees due to AB 2286. <br /> 10. Electronic Reporting Transition Plan Milestones <br /> The following nine Cal /EPA milestones (dates) must be reported quarterly in order for Cal /EPA to <br /> monitor the overall transition to electronic reporting in California. CUPAs must update the status of <br /> their Electronic Reporting Transition Plan quarterly throughout the duration of the transition. A <br /> Reporting Template and Invoice will be provided.
