General Description of Transition Plan <br /> The Livermore - Pleasanton Fire Department (LPFD) Certified Unified Program Agency (CUPA) will <br /> transition from their current combination paper -based and electronic reporting system to a fully electronic <br /> reporting system as mandated by Assembly Bill 2286. All regulated businesses will be required to submit <br /> Unified Program Consolidated Form (UPCF) information electronically by January 1, 2013. Currently, LPFD <br /> collects hazardous material business plan, hazardous waste generator, and underground storage tank <br /> forms in paper format for 670 Regulated Businesses. LPFD does accept submittal through CERS, but the <br /> large majority of businesses do not use that option. Businesses have submitted their UPCFs by mail, by <br /> email, by fax or directly to LPFD staff. <br /> LPFD will use the California Environmental Report System (CERS) for all business -to -CUPA reporting <br /> transactions involving data dictionary elements. Beginning in the Fall of 2011, LPFD will begin an outreach <br /> program to formally notify all businesses of the electronic reporting requirements and provide training and <br /> support for achieving compliance. Specifically, these efforts will include: <br /> • A series of written notifications (letters and fliers) explaining the electronic reporting requirements <br /> and available resources. These will be mailed to all Unified Program businesses and will be handed <br /> out and discussed during inspections. <br /> • A prominent section on the LPFD website addressing the electronic reporting requirements and <br /> available resources. <br /> • A series of training workshops hosted in conjunction with the other Alameda County CUPAs aimed <br /> at medium and small sized businesses. <br /> • One -on -one assistance for small sized businesses in transferring their UPCF data into CERS, at the <br /> business facility and /or over the phone. <br /> • Verification of data submitted to CERS using the system provided in CERS. <br /> LPFD has used a FileMaker Pro database to manage its Unified Program since its certification in 1997. <br /> This database was developed and is managed by LPFD staff. LPFD will continue to utilize FileMaker Pro <br /> as its database platform. Staff is currently in the process of developing an updated and expanded <br /> database to comply with AB2286 requirements. A consultant is being used to assist staff with this project, <br /> particularly with the development of the data exchange portion of the system. Inspection and enforcement <br /> data will be directly input into the LPFD database and exchanged with CERS. Business submitted UPCF <br /> data contained in CERS will be exchanged into the LPFD database once staff has verified the information <br /> contained in each submittal to CEIRS. No UPCF data will be sent from the LPFD database to CERS. <br /> Page 1 of 4 <br />
