the wall will be tall enough to screen all of the enclosures, with the exception of the <br />stacks. <br />Commissioner Pentin expressed concerned that storage containers that are 10 feet to <br />12 feet high might be stacked. <br />Mr. Pavan suggested that the condition be revised to state that the enclosures will be no <br />taller than the surrounding fence. <br />Commissioner Pearce inquired how the matter could be forwarded to the City Council <br />before the CEQA review period ends. <br />Mr. Dolan replied that CEQA requires a certain review period, and staff was not able to <br />achieve that in advance of the Planning Commission hearing date. He noted that while <br />it is not a common practice, it is acceptable to have the review period end just prior to <br />the date of Council review and final action. He added that any additional comments <br />would be incorporated into the City Council report and will be shared with the <br />Commission, although staff has not received any to date. <br />Commissioner O’Connor noted that in one of the prior City Council approvals, special <br />measures were taken for issues dealing with scheduled work hours to avoid the AM and <br />PM peak traffic. He inquired if this was included in the proposal. <br />Mr. Pavan replied that this is addressed under the condition that requires the new <br />Transportation Systems Management (TSM) program that would recommend staggered <br />work hours. <br />Commissioner O’Connor inquired if those TSM measures have been completed. <br />Mr. Pavan replied that staff has set forth a pallet of measures that could be utilized to <br />achieve the goals set forth in the draft conditions of approval; however, the draft hours <br />have not been provided but will be finalized. <br />Chair Olson noted that the second sentence of the last paragraph on page 12 of the <br />staff report is incomplete and requested that it be completed before it goes to the City <br />Council. <br />Mr. Pavan apologized for the error and indicated that it would be corrected to state that <br />any increase in the floor area of the building will require a major modification. <br />THE PUBLIC HEARING WAS OPENED. <br />Bob Kubichek, LBA Realty, noted that they have prepared a PowerPoint presentation <br />which could be presented by their project architect, Mark Herman, should the <br />Commission so desire.
