ATTACHMENT 2 <br /> Agreement for Cooperative Management <br /> of the I -680 Corridor <br /> 1) The Goals of cooperatively managing the freeway and arterial system along the 1 -680 <br /> corridor are: <br /> a) To provide predictable travel times and speeds on the freeway during peak <br /> commute periods to encourage regional traffic to use the freeway instead of cutting <br /> across local cities on surface streets. <br /> b) To coordinate freeway and arterial operations to ensure efficient operation of both <br /> facilities. <br /> c) To reduce overall delay and ensure that delays that do occur do not impose an <br /> excessive or inequitable burden on any community or group of trip- makers. <br /> d) To provide consistent speed and predictable travel times for freeway travel by <br /> managing access at local on ramps during peak periods. <br /> e) To identify the most congested segments and nodes in the transportation system <br /> and explore means to reduce these "hot spots." <br /> 2) I -680 should be metered in a manner that effectively facilitates corridor movement and <br /> fairly accommodates the need for local access to the freeway. This plan shall <br /> a) Ensure that queues from metered ramps do not impede operation of intersections, <br /> streets or block access to private property. <br /> b) Ensure that no communities are burdened with ramp delays that are <br /> disproportionate or excessive. <br /> c) Ensure that each community will have at least as much access to the freeway as it <br /> had prior to ramp metering. <br /> d) Ensure that if queues at metered on -ramps cannot be accommodated within the <br /> constraints defined above, metering rates will be set to allow congestion to build <br /> on the freeway mixed flow lanes during peak periods. <br />
