ATTACHMENT 1 <br /> RESOLUTION NO. 11- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> SUPPORTING THE ACTIVATION OF SOUTHBOUND 1 -680 RAMP METERS IN <br /> PLEASANTON <br /> WHEREAS, the City of Pleasanton and Caltrans have an 1 -680 Freeway Maintenance <br /> Agreement; and <br /> WHEREAS, metering on ramp traffic at freeway interchanges has been found to be very <br /> effective in improving traffic flow and reducing traffic collisions on freeways; and <br /> WHEREAS, Caltrans staff has agreed to work with City staff in operating the on -ramp <br /> metering system to facilitate both improved freeway and surface street traffic flow; and <br /> WHEREAS, recent ramp metering activation has significantly improved traffic flow on <br /> 1 -580 and reduced regional cut- through traffic in Pleasanton; and <br /> WHEREAS, the traffic metering system can be activated at no cost to the City. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Support the activation of southbound 1 -680 ramp meters in Pleasanton. <br /> SECTION 2. If staff or the City Council finds that one or more of the metered ramps <br /> results in unacceptable increases in traffic delays or congestion, Caltrans will — at the City's <br /> request — operate the specified on -ramp metering lights in constant green mode or at the <br /> demand rate during the time period necessary to eliminate the negative impact the metering <br /> Tight created. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on April 19, 2011. <br /> I, Karen Diaz, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on the 19` day of April, <br /> 2011 by the following vote: <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Karen Diaz, City Clerk <br /> APPROVED AS TO FORM: <br /> Jonathan P.
