3) Action Plan:
a) Caltrans will provide City Staff with an analysis of ramp metering rates, queue
lengths, and diversion to arterials.
b) Prior to implementation, City Staff will review Caltrans' proposal for initial
metering rates. Turning on of ramp meter signals will depend on physical
readiness, including all necessary equipment, appropriate signing and striping,
and proper notice to the public.
c) City and Caltrans staff will develop performance measures consistent with the
afore listed Goals and Assurances to access the effectiveness of the corridor
management efforts.
d) City and Caltrans staff will define a monitoring plan to periodically measure and
calculate performance measures such as volume, speed, travel time, and delay on
the freeway, onramps and adjacent streets and critical locations on the arterial
network.
e) City and Caltrans staff will work together to fine -tune ramp metering and local
traffic signal operations adjacent to the freeway to improve traffic flow on the
freeway while minimizing traffic delays and congestion on City surface Streets.
0 If after 9 months of fine tuning the ramp metering and local signal systems, or any
point thereafter, City Council finds that one or more of the metered ramps is
resulting in unacceptable increases in traffic delays or congestion, Caltrans will, at
the City's request, operate the specified on ramp metering lights in constant green
mode or at the demand rate during the time period necessary to eliminate the
negative impact the metering light is having on the adjoining City roadway or
intersection.
g) Caltrans will not use traffic metering to divert regional traffic onto city roadways.
