Commissioner Borchers discussed how children were selected for the program and how many
children were on the waiting list. Ms. Reeve advised that the program was mainly for children
whose parents worked, and that typically there were approximately 20 children on the waiting
list.
Tri - Vallev YMCA, Kelly O'Laque Dulka, Daniel Sills, Nick Russo — Youth & Government Model
Legislature and Court
The Commission was informed that funds requested were for the Tri - Valley YMCA's Youth and
Government Program that is part of a statewide Model Legislature and Court Program in which
approximately 2,500 high school students get together to learn how democracy works.
Mr. Sills advised that the program has helped him tremendously with public speaking and
interest in government.
Commissioners questioned whether the funds were being requested to help youth attend
programs in Sacramento and how the program would assist youth from low- income families.
They also discussed with the representatives whether funds would be used to pay staff and what
other funding sources were being sought.
Ms. Hopkins informed the Cornmission that funds requested for this program would pay for a
portion of the staff time for the program director coordinating the program, which would then free
up fundraising dollars to provide assistance for youth who are unable to pay the fees,
considered "pass- through dollars." She provided additional information about how grant funds
cannot be used in this matter.
Tri - Vallev YMCA, Kelly O'Laque Dulka — Families in Transition
Ms. Dulka informed the Commission that the funds requested were for a new program that the
YMCA has created from needs expressed by families in the community, which include divorce,
illness, death, unemployment, and relocation.
Commissioners discussed the kinds of services that would be offered with this new program,
when the program would begin, how the program would be advertised, whether the funds
requested would serve Pleasanton youth only, and if the funds were for a part-time therapist.
They also questioned whether funds were being requested from other community partners.
Ms. Hopkins commented on the criteria and process that will be established to determine which
families are serviced as well as the long -term sustainability of this new program.
Got Assets? Initiative, Jennifer Roush — Got Assets? Awareness Campaign
Ms. Roush advised that funds were being requested for an Awareness Campaign that will be
directed towards youth, families, teachers, and community members to help increase awareness
of the 40 Developmental Assets. The Awareness Campaign will be initiated with a public
service kick -off event hosted by KKIQ and will operate from August 2011 through June 2012.
Commissioner Borchers confirrned that the 40 Developmental Assets would help the community
to better understand the needs of the community.
Youth Commission Minutes
March 2, 2011
Page 3
