Commissioner McLane questioned Mr. Kohl on the agency's lateness in providing reports to
the City and wondered if internal changes had been made to rectify the problems.
Chairperson Loll again discussed the issue regarding $7,500 per project vs. $7,500 per agency
and the need to eventually review and revamp the grant process being sent to the City
Council.
The Public Hearing was closed at 8:10 p.m.
Chairperson Loll discussed the process to be taken by Commissioners for reviewing the
applications. Ms. Andrade -Wax provided an overview on the staff recommendations and
indicated that the application from Livermore Valley Opera for the "Opera LIVE! Access to the
Arts" program proposal addressed all of the Civic Arts Commission's critera. Ms. Andrade -
Wax discussed collaboration opportunities with the City that may include cross- marketing and
facility usage. Chairperson Loll indicated that he was in favor of co- sponsorship between the
City and the agencies and Commissioner Rivera agreed with this recommendation.
Chairperson Loll asked the Commission to discuss and consider various funding options and
how best to make their funding recommendations. Commissioners agreed that they were not
in favor of splitting funds evenly between the agencies requesting funds. Chairperson Loll
suggested that the Commission consider each project on its own merit and agree to the $7,500
limit per project. Ms. Andrade -Wax advised that the $7,500 per project limit is the same as in
the past, but the criteria expressed by the Commission has changed.
Commissioners again discussed the matter of whether they should be considering the funding
as $7,500 per agency, or $7,500 per project. Commissioner Woodworth was not in favor of
making any changes at this time and felt it was unfair to agencies, since they understood they
could apply for $7,500 per project.
Commissioner McLane indicated that she liked both of the projects for which Livermore Valley
Opera had requested funding. She was also in favor of providing funding for the Cantabella
Children's Chorus and PCAC's Arts in the Schools programs. Commissioner Rivera agreed
with these recommendations.
Commissioner Woodworth agreed that both of the Livermore Valley Opera projects were
outstanding. He advised that as a member of PCAC, he would need to abstain from making
funding recommendations for this agency.
Chairperson Loll liked the idea of organizations providing programs and services in
Pleasanton. He also liked the Livermore Valley Opera proposals, especially their educational
outreach, and would consider allocating more funding for opera at the Firehouse Arts Center.
Commissioner McLane expressed concerns about Harmony Fusion Chorus' reliance on
funding from the City of Pleasanton, and would encourage them to seek funding from other
sources.
Chairperson Loll discussed concerns and merits about Pleasanton Art League.
Civic Arts Commission
March 14, 2011
Page 4
