Commissioner Lambert suggested that Commissioners determine which alternative they are <br /> leaning toward. Commissioners agreed and indicated their preferences. Commissioner Roby <br /> felt there was a blending of needs in all of the funding requests and observed how basic needs <br /> can be covered in different ways. <br /> Chairperson Nagler felt Alternative 3 came closest to the desires of the Commission. He <br /> suggested Commissioners focus on Alternative 3 and make funding adjustments as desired. <br /> Commissioner Berger had questions regarding funding of the GRID Solar Affordable Housing <br /> Program. Chairperson Nagler felt it met a number of different desired angles. Commissioner <br /> Roby thought the request fell within City guidelines. <br /> Commissioner Lambert suggested reducing the GRID funding request and providing funds for <br /> the REACH project. <br /> Mr. Erickson provided information about the Abode Services request, clarifying that the request <br /> was actually in two parts - $50,000 for tenant rent subsidies and $30,000 for case management <br /> services. Commissioner Berger discussed the high cost per individual noted in their application. <br /> Chairperson Nagler suggested reducing the recommended funds for ECHO's Reverse Mortgage <br /> Counseling application so that additional funds could be allocated to the Tri- Valley Housing <br /> Opportunity Center. <br /> Commissioner Rowland had concerns about funding the ValleyCare Health System request and <br /> discussed the fact that Axis obtains its informational materials from Kaiser. <br /> Commissioners discussed the possibility of allocating a fixed amount of funding for some of the <br /> agencies and letting the agencies decide how these funds could best be used. Ann King from <br /> Tri - Valley Haven indicated that if the agency could prioritize funds, their priority order for funding <br /> would be Sojourner House, Shiloh Domestic Violence, Food Pantry, and then Counseling and <br /> Temporary Restraining Order Clinic. <br /> After further discussions, the Commission agreed to funding recommendations. <br /> A motion was made by Commissioner Berger, seconded by Commissioner Lambert, <br /> recommending the City Council consider approving the following Housing and Human Services <br /> Grant (HHSG) funding allocations for Fiscal Year 2011 (2011 -12): <br /> $18,000 — Axis Community Health, Pre - Development for Capital Project <br /> $27,000 — GRID Alternatives, Solar Affordable Housing Program <br /> $175,000 — City of Pleasanton Housing Rehabilitation Program <br /> $3,000 — REACH, Fence Replacement <br /> $20,000 — Abode Services, TVHSP Case Management Services <br /> $0 — ECHO, Reverse Mortgage Counseling <br /> $23,000 — Tri - Valley Housing Opportunity Center, Community Stabilization Program <br /> $15,000 — Axis Community Health, Access to Health Care for Uninsured Low - Income <br /> Pleasanton Residents <br /> $5,000 — Tri -City Health Center, East County HIV Client Advocacy <br /> Human Services Commission Minutes <br /> March 2, 2011 <br /> Page 7 <br />
