The agency is also in <br /> 14 counties and receives funding from the Department of Deaf Access. <br /> Chairperson Nagler questioned if funds requested would be for a caseworker. He was advised <br /> that they would. <br /> REACH, Julie Testa — Fence Replacement <br /> Ms. Testa informed the Commission that funds were being requested for replacement of fencing <br /> at a home the agency has purchased in Pleasanton. REACH is an all- volunteer organization <br /> that purchases homes and allows adults with disabilities to live independently. She advised that <br /> they are looking to have the fence professionally replaced because it is unsafe and unstable. <br /> Ms. Testa indicated that the funding request submitted by REACH was for $5,600; however, <br /> Borg Fencing has agreed to do the repair for $3,000. She noted that the request was not high <br /> on the list for the Commission to consider, but it would allow REACH to provide basic life needs. <br /> Commissioner Lambert questioned whether REACH had approached their neighbor about <br /> paying for one -half of the repairs. Ms. Testa advised that the neighbor was lacking in resources. <br /> Chairperson Nagler discussed the composite scoring conducted by Commissioners and the <br /> difficulty they had making a decision. Ms. Testa indicated that the request was for a capital <br /> project and wanted the Commission to focus on the value the agency offers to those in the <br /> community. <br /> GRID Alternatives, Maura Fallon - McKnight — Solar Affordable Housing Program <br /> Ms. McKnight thanked the Commission for its past support. She advised that GRID is a non- <br /> profit solar installer that provides services to low- income residents. Systems provide a minimum <br /> of 75% of needs and save approximately 75% on expenses. She advised that GRID would like <br /> to remain connected to the community and has received some gap funds that would enable <br /> them to do between six and ten projects within Pleasanton. Clients will not be asked to <br /> contribute financially, but some rules and regulations have changed. <br /> Chairperson Nagler confirmed that SASH funds would remain available. Ms. McKnight advised <br /> that these funds were committed through 2016 and, to date, GRID has completed 12 solar <br /> installations in Pleasanton. Once installed, property owners own the solar panels. Ms. <br /> McKnight advised that GRID teams conduct site visits before installations. <br /> Commissioner Rowland discussed with Ms. McKnight the long -term savings achieved once solar <br /> panels are installed. <br /> Commissioner Lambert asked about possible damage to the solar panels from weather, and if <br /> property owners were required to get additional insurance. <br /> Commissioner Berger asked if solar panels could be installed at the facilities of non - profit <br /> agencies that provide service to low- income members of the community.
