• The introduction of the New HHSG and Community Grant Programs,
• Estimated Funding available for the HHSG Program for FY2011 -12,
• A summary of the applications received (29),
• Funding requests received by category (Capital /Rehab, Public Services, and Housing
Services),
• A Summary of Recommended Funding Alternatives,
• A Composite Ranking from ZoomGrants,
• Applications from new agencies or projects, and
• The meeting process.
Commissioner Lambert commented on the new ZoomGrants program that had been used for
this funding cycle and wondered if the process had been easier for the applicants.
Commissioner Berger asked when staff expected to learn about cuts in federal funding and
Chairperson Nagler asked about reduced funds in the City Grant program. Mr. Erickson
indicated that staff did not expect to learn anything until sometime in May. Ms. Yurchak
provided additional information about funds available from prior years.
Chairperson Nagler and Ms. Yurchak discussed the Commission's desire for collaboration
between the agencies and the disappointment at not seeing any collaboration amongst agencies
in the HHSG Funding applications, specific to the Commission's priorities. It was explained that
the Commission could hold back funds should such a collaboration be enacted between some of
the agencies.
Chairperson Nagler opened the Public Hearing for agency presentations.
ValleyCare Health System, Mary Prishtina and Shelly Despotakis — ValleyCare Health Library —
Spanish Education
Ms. Prishtina advised that funds were being requested so the Health Library at ValleyCare could
be updated with materials and DVD's that would enable them to provide education to those in
the community that are in need, especially the Spanish speaking. ValleyCare Health Systems
goal is to provide help to these people so they can get the best care and better manage their
families and children.
Commissioner Roby questioned whether funds would also be used to provide updated materials
for cancer patients. Ms. Prishtina advised that ValleyCare would be seeking funds from other
sources for updating the cancer materials. She also informed Commissioners Roby and Berger
that ValleyCare hoped to serve between 200 and 400 people each month and approximately
four (4) families per week would be Spanish speaking.
Commissioner Lambert questioned whether any of the materials that ValleyCare would
purchase could be accessed on the internet. Ms. Prishtina advised that some materials could
be accessed on the internet; however, it was felt that personal nurse /hospital aid was better.
Commissioner Rowland thought the ValleyCare library was a good resource that was well
known in the Tri- Valley area. She expressed an interest in learning how the library could
collaborate with other service providers in the community. Ms. Prishtina advised that information
was provided to others in the area, i.e. Axis Community Health.
Human Services Commission Minutes
March 2, 2011
Page 3
