Public Comment:
Angelina Summers asked that remaining domes and curbs be updated, cited the material's 5-
year warranty, and questioned if the City was locked into the federal yellow standard.
Mr. Smith said the City does not have a contract for federal yellow and materials are purchased
on an as needed basis. He stated the new polymer domes last well over the 5 year warranty in
high traffic areas.
Carmen Rivera - Hendrickson said she preferred truncated yellow domes because they have
worked well in all communities and the red brick would work downtown, but would not be visible
at nighttime.
Jessica Lehman, Community Resources for Independent Living and member of the Disability
Action Network, suggested maintaining the federal yellow color. She said it is important for the
disabled to have contrast for reasons of safety and thinks the City can still remain attractive with
yellow truncated domes.
Mayor Hosterman closed the public hearing.
Councilmembers voiced support for the yellow truncated domes for safety reasons.
Mayor Hosterman questioned Council support on direction to staff to focus on coming into
compliance with the federal yellow at larger intersections which are most hazardous and also
consider doing a test site with brick red in the downtown. Mr. Smith offered to purchase the
plate and do the installation as a test site.
Councilmembers held brief discussion and voiced preference to maintain the federal yellow, and
to look at pictures of the brick red color prior for future installations in the downtown.
MOTION: It was m/s by Cook - Kallio /Sullivan to continue to utilize the federal yellow polymer
detectable warning tiles for future installations for sidewalk and ramps in order to provide the
most luminance contrast and best reflectance throughout the City; and that staff provide pictures
of brick or colonial red for consideration in the future prior to downtown installations. Motion
passed by the following vote:
Ayes: Councilmembers Cook - Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
Abstain: None
9. Status report concerning Urban Habitat v. City of Pleasanton Settlement Agreement
Assistant City Manager Steve Bocian reported that staff has been meeting with the Urban
Habitat Subcommittee comprised of Mayor Hosterman and Councilmember McGovern to track
progress to date. He referred to Attachment A of the staff report and discussed the 21
accomplishments to date, with 3 which remain as outstanding.
Mr. Bocian said the City is due to make payment to Urban Habitat for attorney fees, and staff
will follow up and provide the Council with a report of the budget appropriation to ensure timely
City Council Minutes Page 5 of 7 March 1, 2011
