Recommended Landscape Screening At the request of the Director of Community Development, Mr. Fulford and Planning staff conducted a site visit to the Leroudiers' property to assess what would be appropriate for landscape screening. During the site visit, Mr. Fulford suggested the Leroudiers plant three Italian Cypress trees or three Podocarpus Gracilior (Fern Pin) trees planted approximately 3'/2 -feet on center. During this visit, the Leroudiers expressed their interest in "topping" the trees at a certain height because they were concerned that the trees would limit the natural light they were trying to achieve with the window. Furthermore, they stated the trees shouldn't be planted close together because it would create a "wall" and further reduce the light. They felt that it also wouldn't be necessary to install three trees and that, if they agreed to install landscaping, two should only be required and spaced to allow some light between the trees. Mr. Susanto and Ms. Pranoto felt that there should be at least three trees and that there shouldn't be a gap between the trees. They also expressed their concern with the request to top the trees. They felt that it would already take time for the trees to grow, and if the trees were topped lower than the "approved height" they would have to wait for them to grow back again. After several consultations with Mike Fulford, the Director of Community Development informed the Leroudiers that they would be required to install landscaping subject to the following parameters: • Three Italian Cypress trees, planted three -feet on center. • Should the two end trees grow such that their branches intertwine sufficiently to provide an adequate screen, the center tree can be removed, and • The trees can be "topped" or pruned such that they do not exceed a height of 14- feet, six - inches (Please refer to Figure 3 on page 6). The Leroudiers were satisfied to know that they could top the trees; however, they were not satisfied with the other planting requirements. After consulting with Mr. Fulford, the Director offered the following alternatives that could provide adequate screening: • Install two Podocarpus gracilor — Fern Pine trees OR • Install two Pittosporum eugenioides shrubs The Leroudiers would not agree to these requirements and pursued their appeal.
