Resolution No. PC-2002-77 <br />Page 2 <br />2. The design of the subdivision provides, to the extent feasible, for <br />future passive or natural heating or cooling opportunities. <br />The PUD addressed energy conservation in a comprehensive manner, <br />incorporating conditions addressing both green building measures and <br />active/passive energy conservation. Passive solar measures are one of the <br />components of the comprehensive energy conservation package included <br />in the project. <br />3. The subdivision, together with its design and improvement, is <br />consistent with the General Plan. <br />The PUD was found consistent with the General Plan, and this subdivision <br />is based on that development plan. As proposed, the subdivision is <br />compatible with the objectives, policies, land uses, and programs specified <br />in the General Plan and the Vineyazd Avenue Corridor Specific Plan. <br />The subdivision site is physically suitable for the type and density <br />of development. <br />The site is flat, used in the past for grazing. The geotechnical studies have <br />found the site suitable for development with only normal issues for <br />foundations, etc. The planned grading will create minimum slopes to <br />control runoff and allow gravity utilities (sewers, storm drains) to <br />function. Only one, non-heritage tree would be removed in order to allow <br />For the extension of the collector road from the Centex Homes site (PUD- <br />6) onto this site to provide access onto Vineyard Avenue. The Vineyazd <br />Specific Plan established this circulation pattern for these sites and the <br />potential removal of trees was recognized and mitigated. <br />The design of the subdivision and improvements are not likely to <br />cause substantial environmental damage or substantially and <br />avoidably injure fish or wildlife in their habitat. <br />The on-site wetland azea has been delineated by the Army Corps of <br />Engineers and would be retained. The area immediately surrounding the <br />wetland would be enhanced with native plants to increase its biological <br />value to area wildlife. Conditions are in place to protect nesting raptors <br />and bats. Pretreatment of urban storm water runoff is built into the <br />project's design. Best management practices aze required to minimize <br />construction stage impacts. <br />6. The design of the subdivision or type of improvements is not likely <br />to cause serious public health problems. <br />The subdivision is designed to be served by all City utilities and services <br />at established service levels. Full water and sewer service is included. <br />
