The development of the property is consistent with the General Plan land use <br />designation for the property and is consistent with the density of the surrounding <br />developments. In addition, the development is located outside the 100-year flood <br />zone, it is located on stable soils, and any future construction would be <br />compatible with the historic design of the existing home. <br />The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site: <br />Throughout the design of this project, consideration has been given to minimizing <br />potential impacts to the existing trees, minimizing access onto Rose Avenue, and <br />preserving the historic quality of the existing home. Specifically, the conditions <br />of approval require that future structures or additions to the existing home respect <br />the architectural design of the existing home and that no trees be removed. <br />4. The grading takes into account environmental chazacteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br />Grading of the site would be very limited. Final grading requirements which may <br />be necessary to accommodate a future driveway or gazage will be subject to <br />design review approval to ensure compliance with City standards. Future <br />improvement plans will be reviewed and approved by the City for their <br />compliance to standard soil erosion control practices. <br />The streets and buildings have been designed and located to complement <br />the natural terrain and landscape: <br />The proposed development is essentially a status quo development and would not <br />create any additional units. Nonetheless, the conditions of approval would require <br />that any future addition, remodeling of the existing home, or the construction of <br />an accessory structure be compatible with the design of the existing historic <br />home. The proposed lotting pattern has been designed to allow a shazed access <br />with a possible future lot that may be created from the remainder parcel. The <br />development has also been designed to preserve the existing trees on the site. <br />6. Adequate public safety measures have been incorporated into the design of <br />the plan. <br />All necessary public safety measures are already in place to serve the existing two <br />homes. The development has also been designed so as to not impact any future <br />development of the remainder property. Driveway consolidation in the future <br />would reduce access points onto Rose Avenue, and promote traffic safety. <br />
