shall also landscape the area between "Q" Street and the masonry wall, said <br />landscaping to be maintained by the Homeowners Association. <br />16. If approved by the City Parks and Community Services Director, the Homeowners <br />Association shall maintain landscaping within the roundabout, street median on <br />"Q" Street, and street median on Busch Road across the Parcel C frontage. <br />17. Any use of enhanced paving within City streets shall be subject to review and <br />approval by the City Engineer. If allowed, the costs associated with City <br />maintenance of these alternative paving areas shall be borne by the Homeowners <br />Association. <br />18. The construction phasing plan shall be substantially as shown in the submittal <br />dated October 16, 2002. The City Engineer may allow modifications to this plan <br />so long as the haul route remains via Busch Road and satisfactory access is <br />provided for both construction and occupants. Generally, any occupied area shall <br />have at least two access points, one of which may be an interim EVAE. <br />a. The Phase 1 and Phase 3 graphic depictions of the phasing shall be revised <br />to match the text, with the Maple Leaf fences constructed in Phase 1. <br />b. There shall be interim 12-foot wide (minimum) graveled access roads over <br />the sanitary sewer main between "Q" Street and Kamp Drive, capable of <br />supporting truck loading. If necessary to provide emergency access to <br />occupied areas, the fence blocking Kamp Drive shall be removed or <br />replaced with an automatic opening gate conforming to Fire Department <br />requirements. In the event the storm drain line precedes installation of <br />"O" Street, a similar access road shall be supplied over it to provide access <br />for maintenance. <br />c. Multiple final maps matching the approved phasing program are <br />acceptable. In the event multiple final maps are used, each map shall <br />clearly include all infrastructure included in that phase. The City may <br />require such additional engineering "downstream" so as to ensure the <br />proper functioning of all infrastructure. Only those improvements included <br />in the final map require final review and approval as specified by any of <br />these conditions prior to approval of that final map. <br />d. No building permits shall be issued within Phase 4 of the project as <br />depicted on the phasing plan until construction has begun on the senior <br />apartment component of the project. <br />19.
