The subdivision, together with its design and improvement, is <br />consistent with the General Plan. <br />The PUD was found consistent with the General Plan, and this subdivision <br />is based on that development plan. As proposed, the subdivision is <br />compatible with the objectives, policies, land uses, and programs specified <br />in the General Plan. <br />4. The subdivision site is physically suitable for the type and density <br />of development. <br />The site is flat, used in the past for truck crop farming and orchard uses <br />and more recently for dry-farmed grains. The geotechnical studies have <br />found the site suitable for development with only normal issues for <br />foundations, etc. The planned mass grading and limited fill will create <br />minimum slopes to control runoff and allow gravity utilities (sewers, <br />storm drains) to function. No drainage courses exist on the site. <br />5. The design of the subdivision and improvements are not likely to <br />cause substantial environmental damage or substantially and <br />avoidably injure fish or wildlife in their habitat. <br />With the PUD review, the City found no potential for significant <br />environmental effects and adopted a Negative Declaration. There are no <br />wetlands, streams, or other sensitive areas on the site. Conditions aze in <br />place to protect nesting raptors and bats. Pretreatment of urban storm <br />water runoff is built into the project's design. The existing septic <br />tanks/leachfield systems will be removed. Best management practices are <br />required to minimize construction stage impacts. <br />6. The design of the subdivision or type of improvements is not likely <br />to cause serious public health problems. <br />The subdivision is designed to be served by all City utilities and services <br />at established service levels. Full water and sewer service is included. <br />The street design minimizes significant traffic increases on neighboring <br />streets and keeps project street traffic at satisfactory residential street <br />volumes. The site is free from any toxic or hazazdous materials. New <br />residences will have about a 120-foot setback from overhead 60 KV lines, <br />sufficient to minimize any hazards. Land uses were designed to minimize <br />potential noise impacts to sensitive residential uses. No earthquake, <br />landslide, flooding, or other natural hazards exist at this site at a level <br />deemed "unacceptable" in the General Plan. <br />7. The design of the subdivision or the type of improvements does not <br />conflict with easements for access through or use of the property. <br />
