Resolution No. PC-2002-56 <br />Page 2 <br />Project construction would involve site grading and alteration of existing <br />topography to accommodate building pads, public streets, and the golf <br />course. The results of the geologic/soil study submitted in conjunction <br />with the original PUD development plan indicated that the overall site is <br />suitable for the development types covered by this subdivision. Some <br />existing drainage courses would be altered as a result of the overall <br />development. These alterations have been reviewed and approved by the <br />appropriate Federal and State permitting agencies. A seismic setback area <br />would be recorded over several lots. Proposed grading would be designed <br />to reflect existing topography. <br />The design of the subdivision and improvements covered by the <br />proposed vesting tentative subdivision map will not cause <br />substantial environmental damage and avoidably injure fish and/or <br />wildlife or their habitat. <br />Grading has been designed to reflect existing topographic conditions, <br />minimize impacts on adjoining properties, and to be consistent with the <br />requirements and geotechnical report recommendations that have been <br />prepared for the proposed project. Adequate access is provided to all lots <br />and structures for police, fire, and other emergency vehicles. Detention <br />ponds would be provided to pre-treat stormwater runoff before entering <br />downstream creeks, azroyos, and then, ultimately, Alameda Creek and San <br />Francisco Bay. Permits for wetlands mitigation, streambed alteration, <br />open space preservation, and special studies species azea have been issued <br />to the City for this development. <br />4. The design of the proposed subdivision is not likely to cause <br />serious public health problems. <br />The proposed project, including the recommended conditions of approval, <br />meets all applicable City standards pertaining to public health, safety, and <br />welfare, e.g., vehicle access, geologic hazazds, and flood hazards. Land is <br />being set aside for City ownership, protected by the necessary <br />conservation easements, preserving special status species. In conjunction <br />with this project, the City will construct new public infrastructure <br />consisting of storm and sanitary sewer lines, and a public sewer lift <br />station. New wetland mitigation areas will be introduced in hillside azeas <br />to be owned and maintained by the City. <br />5. The design of the subdivision or its related improvements will not <br />conflict with easements, acquired by the public at large, for access <br />through or use of property within the proposed subdivision. <br />
