Resolution No. PC-02-38 <br />Page 3 <br />The grading in conjunction with the proposed development plan <br />takes into account environmental chazacteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the <br />environrnent as possible. <br />The relative flat project site would require minimal grading. Building <br />foundations and private street/on-site pazking/driveway azeas would be <br />required to conform to the requirements of the Uniform Building Code, <br />implemented by the City at the building permit review. Erosion control <br />and dust suppression measures will be documented in the final subdivision <br />map and will be administered by the City's Building and Public Works <br />Departments. The subject property is not located in an Alquist-Priolo <br />Special study zone. All construction activities are limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Friday. All construction <br />equipment must meet Department of Motor Vehicles (DMV) noise <br />standazds and shall be equipped with muffling devices. <br />6. Adequate public safety measures have been incorporated into the <br />design of the proposed development plan. <br />The proposed structures covered by this approval aze conditioned to be <br />designed to meet the requirements of the Uniform Building Code, other <br />applicable City codes, and State of California mandated noise, energy, and <br />accessibility requirements. All driveway entrances from Valley Avenue <br />and Bernal Avenue and all internal driveway aisles are designed to handle <br />anticipated traffic volumes. Adequate access is provided to all structures <br />for police, fire, and other emergency vehicles. Perimeter landscape areas <br />facing Valley Avenue and Bernal Avenue are designed with vegetative <br />filter/bio-swales to pretreat storm water before entering the City's stone <br />drain system and ultimately to the Arroyo de la Laguna. <br />"The proposed development plan conforms to the purposes of the <br />PUD District. <br />The proposed PUD development plan sets forth the pazameters for the <br />development of the subject property in a manner consistent with the <br />Pleasanton General Plan, the Bernal Properties Specific Plan, the Final <br />Environmental Impact Report (EIR) for the Specific Plan, and with the <br />surrounding azea. The proposed PUD development plan implements the <br />purposes of the City's PUD Ordinance by providing a commercial <br />development consisting ofself-service gasoline station, convenience <br />mazket, drive-through car wash, and quick service restaurant. Through the <br />proposed design augmented by the recommended conditions applied to the <br />proposed PUD development plan, the project will substantially conform to <br />the requirements for development specified in the Pleasanton General Plan <br />and in the Bemal Properties Specific plan and EIR. <br />
