70. The project developer shall submit detailed landscape and irrigation plans as part of the <br />improvement plans for the project's Valley Avenue and Bernal Avenue street frontages. <br />The irrigation plan shall provide for automatic controls. <br />71. Any damage to existing street improvements during construction on the subject property <br />shall be repaired to the satisfaction of the City Engineer at full expense to the project de- <br />veloper. This shall include slurry seal, overlay, or street reconstruction if deemed waz- <br />ranted by the City Engineer. <br />72. The project developer's contractor(s) shall obtain an encroachment permit from the City <br />Engineer prior to moving any construction equipment onto the site. <br />Urban Stormwater Runoff Requirements: <br />73. The project's fuel dispensing azeas shall be covered with the canopy shown on Exhibit <br />"A". Downspouts from the canopy shall be routed to prevent drainage across the fuel <br />dispensing area. The fuel dispensing area shall be constructed of concrete and shall ex- <br />tend aminimum distance of twelve-feet (12' 0") from the fueling island and at least four- <br />feet (4' 0") from the nose of the dispensing island. The fuel dispensing area shall be de- <br />signed to drain towazds the center of the island-area and then to an underground dry <br />sump. The dry sump shall not be connected to the storm drain or sanitary sewer but shall <br />be pumped out by the property owner/station operator whenever a spill occurs. The size <br />of the dry-sump shall be determined by the City Engineer and Fire Marshall in conjunc- <br />tion with the building permit review and shall be shown on the building permit plan set to <br />the satisfaction of the Planning Director, City Engineer, and Fire Marshall before issu- <br />ance of a building permit. <br />74. The service station owner/operator shall dry sweep the fuel dispensing area routinely, and <br />shall inspect or have inspected regulazly the dispensing equipment for proper function <br />and leak prevention. The service station owner/operator shall have a spill clean-up plan <br />approved by the Fire Department and in place before issuance of an occupancy permit. <br />75. The site area outside of the canopy area shall be designed to drain away from the fuel <br />dispensing area. This detail shall be shown on the building permit plan set to the satisfac- <br />tion of the Planning Director and the City Engineer before issuance of a building permit. <br />76. The site's perimeter landscape areas facing Valley Avenue and Bernal Avenue frontages <br />shall be designed, planted, and maintained so as to function as a vegetative filter/bio- <br />swale area for the project. The project developer is directed to the "Start at the Source" <br />Design Guidance Manual for Storm Water Protection", 1999 Edition, produced by <br />B.A.S.M.A.A., for the type of turf material to be planted, the slope of the turfed azea, and <br />the need for subdrains. The final design of this area shall be submitted to the Planning <br />Director and to the City Engineer for review and approval before issuance of a building <br />permit, and shall be shown on the final building permit plan set.
