Resolution No. PC-2002-51 <br />Page 2 <br />3. The proposed development plan is compatible with previously developed <br />properties in the vicinity, and the natural, topographic features of the site. <br />Given that Centennial Park and the Senior Center are located to the north of the <br />subject site, the assisted living facility is a good use for the site. The project site <br />is also surrounded by a variety of other uses: a retail center, a lumber supply <br />company, and amulti-family residential project. The proposed assisted living <br />facility would be compatible with the mixed-use chazacter in the azea. In <br />addition, since the subject building would be separated from the adjacent <br />residential uses by more than 250 ft., impacts on adjacent residential properties <br />would be limited. The proposed development would require limited grading for <br />the construction of the buildings and would properly transition with the <br />topography of the adjacent park. <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br />Grading will be limited to the building pad, driveways, surface parking, and <br />creation of recreation areas and amenities. City Building Code requirements <br />would ensure that building foundations, on-site driveways, and parking azeas are <br />constructed on properly prepared surfaces. As conditioned, the design of the <br />proposed development would provide adequate drainage to prevent flooding. <br />Bioswales would be constructed to filter pollutants in the stormwater before it <br />enters the stormdrain system. Erosion control and dust suppression measures will <br />be documented in the building permit plan sets and will be administered by the <br />City's Building and Public Works Departments. The property is not located in the <br />Alquist-Priolo Study Zone. According to the United States Department of <br />Housing and Urban Development Flood Hazard maps, no portion of the site will <br />be affected by a 100-yeaz flood. <br />5. The streets and buildings have been designed and located in such a manner <br />as to complement the natural terrain and landscape. <br />The project site is in a developed area of the city and would not involve the <br />extension of any new public streets. Only minor changes in the site's topography <br />will be necessary to develop the site and provide a smooth transition with the <br />topography of Centennial Pazk located to the north of the site. <br />
