Resolution No. PC-2002-43 <br />Page 7 <br />8. All streets which extend to Old Vineyazd Avenue shall be improved either fully <br />(with intersection with the new trail system) or on an interim basis to provide <br />temporary turn-azounds/access to a usable street. All utilities in these streets shall <br />be extended up to Old Vineyazd Avenue and across the final trail alignrnent if the <br />trail is built simultaneously with the project. <br />9. Sewer and water lines within a public easement shall be included in Frog Hill <br />Lane up to, or through as noted in Condition 7, Old Vineyazd Avenue, unless the <br />Planning Director determines that the stub-outs of Thiessen Street are satisfactory <br />to provide utilities to the future Roberts' subdivision as shown in the Specific <br />Plan. <br />10. Private water and sewer laterals shall be extended to the Safreno property within a <br />private, not public, easement in the location generally as shown. The location <br />shall allow gravity flow of the Safreno sewage from its existing septic tank. <br />11. The minimum size sewer main shall be eight inches in diameter. <br />12. If necessary to meet storm water pretreatment regulations in effect prior to <br />approval of the final map, the storm drainage system shall be redesigned to <br />include routing surface water runoff through grassy swales or other approved <br />methods wherever feasible. Storm drainage from each lot shall be directed to the <br />street or an approved storm drain system in accordance with Sections 1806.55 <br />and 3315.4 of the 1997 Uniform Building Code unless otherwise approved by the <br />Building Official and City Engineer. Unless otherwise approved by the City <br />Engineer, there shall be no direct roof leaders connected to the street gutter or <br />storm drain system. <br />13. For all lots with graded slopes, a minimum two-foot flat distance shall be <br />maintained between a property line and hinge point of the slope. <br />14. At each lot there shall be a two-way clean-out on the sanitary sewer lateral located <br />at the back of the Public Service Easement (PSE). <br />15. All utility boxes and transformers for this project shall be installed underground. <br />All capacitor banks or switches for the project may be installed above ground if <br />properly screened to the satisfaction of the Planning Director. All utility lines <br />(PG&E, Pacific Bell, and Cable TV) shall be installed in conduit. <br />16. The applicant shall make good faith efforts to complete the lot line adjustments <br />indicated on the tentative map prior to issuance of a building permit within the <br />project. <br />17. Final design at the street/trail crossing at the Safreno parcel (Detail A) shall be <br />subject to review and approval by the Planning Director prior to approval of the <br />final map.
