All streets which extend to Old Vineyazd Avenue shall be improved either fully (with intersection with the new trail system) or on an interim basis to provide temporary turn-azounds/access to a usable street. All utilities in these streets shall be extended up to Old Vineyazd Avenue and across the final trail alignrnent if the trail is built simultaneously with the project. 9. Sewer and water lines within a public easement shall be included in Frog Hill Lane up to, or through as noted in Condition 7, Old Vineyazd Avenue, unless the Planning Director determines that the stub-outs of Thiessen Street are satisfactory to provide utilities to the future Roberts' subdivision as shown in the Specific Plan. 10. Private water and sewer laterals shall be extended to the Safreno property within a private, not public, easement in the location generally as shown. The location shall allow gravity flow of the Safreno sewage from its existing septic tank. 11. The minimum size sewer main shall be eight inches in diameter. 12. If necessary to meet storm water pretreatment regulations in effect prior to approval of the final map, the storm drainage system shall be redesigned to include routing surface water runoff through grassy swales or other approved methods wherever feasible. Storm drainage from each lot shall be directed to the street or an approved storm drain system in accordance with Sections 1806.55 and 3315.4 of the 1997 Uniform Building Code unless otherwise approved by the Building Official and City Engineer. Unless otherwise approved by the City Engineer, there shall be no direct roof leaders connected to the street gutter or storm drain system. 13. For all lots with graded slopes, a minimum two-foot flat distance shall be maintained between a property line and hinge point of the slope. 14. At each lot there shall be a two-way clean-out on the sanitary sewer lateral located at the back of the Public Service Easement (PSE). 15. All utility boxes and transformers for this project shall be installed underground. All capacitor banks or switches for the project may be installed above ground if properly screened to the satisfaction of the Planning Director. All utility lines (PG&E, Pacific Bell, and Cable TV) shall be installed in conduit. 16. The applicant shall make good faith efforts to complete the lot line adjustments indicated on the tentative map prior to issuance of a building permit within the project. 17. Final design at the street/trail crossing at the Safreno parcel (Detail A) shall be subject to review and approval by the Planning Director prior to approval of the final map.
