Resolution No. PC-2002-43 <br />Page 2 <br />The PUD addressed energy conservation in a comprehensive manner, <br />incorporating conditions addressing both green building measures and <br />active/passive energy conservation. These lots are large, permitting house <br />orientation/roofdwign to accommodate photovoltaic panels as well as <br />passive solar measures. Passive solar measures are one of the components <br />of the comprehensive energy conservation package included in the project. <br />3. The subdivision, together with its design and improvement, is <br />consistent with the General Plan and the Vineyazd Avenue <br />Corridor Specific Plan. <br />The PUD was found consistent with both the General Plan and Specific <br />Plan, and this subdivision is based on that development plan. As <br />proposed, the subdivision is compatible with the objectives, policies, land <br />uses, and programs specified in both the General Plan and Specific Plan. <br />4. The subdivision site is physically suitable for the type and density <br />of development. <br />The site is gently sloping land found suitable for development in the <br />geotechnical study. The single-family detached homes (with some second <br />units) on large lots are suitable for the gently sloping land and the <br />agricultural/viticultural surroundings. No existing drainage courses would <br />be altered. Existing trees aze predominantly old orchard trees; the PUD <br />approved a tree removal/replacement plan. <br />The design of the subdivision and improvements are not likely to <br />cause substantial environmental damage or substantially and <br />avoidably injure fish or wildlife in their habitat. <br />The EIR completed for the Vineyard Avenue Corridor Specific Plan found <br />no unmitigatable impacts to the local environment. The existing stream <br />will be enhanced with riparian plantings. Conditions address protection of <br />any raptors during nesting season. No wetlands or other sensitive areas <br />are being impacted. The project's storm drainage system is part of an <br />area-wide plan to detain/pre-treat run-off prior to its discharge into Arroyo <br />del Valle. Existing septic systems will be removed. Best management <br />practices are required of the vineyard estates to control adverse effects <br />from viticultural practices. <br />6. The design of the subdivision or type of improvements is not likely <br />to cause serious public health problems. <br />
