Resolution No. PC-02-38 <br />Page 2 <br />The proposed project's land use conforms to the "Business Park" Land Use <br />designation for the project site. The park and ride lot would be consistent <br />with Goals 1 and 3 of the General Plan Circulation Element by helping the <br />City develop a safe, convenient, and uncongested circulation system and <br />by providing a component of a multi-modal transportation system. In <br />addition, the proposed project would be consistent with Program 7.3 of the <br />Circulation Element which encourages the utilization of future BART <br />stations and other appropriate azeas as interim park and ride facilities. <br />3. The proposed development plan is compatible with previously <br />developed properties in the vicinity, and the natural, topographic <br />features of the site. <br />The parking lot would be adequately screened from the adjacent City <br />streets and properties. The pazking lot would be sepazated from the <br />adjacent residences to the southeast by a City thoroughfare, a soundwall, <br />and existing and proposed landscaping; therefore, impacts on adjacent <br />residential properties will be limited. Parking lot lighting would be <br />shielded and/or directed away from residences. Additional landscaping <br />will be installed as part of the Val Vista park expansion project to be <br />located west of the Val Vista Neighborhood. <br />The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid <br />erosion, slides, or flooding to have as minimal an effect upon the <br />environment as possible. <br />The subject property is relatively flat. Grading will be limited to filling an <br />approximately 5-foot deep ditch and creating proper drainage for the <br />parking lot, swales, and planting areas. The property is not located in an <br />Alquist-Priolo Study Zone. Grading conducted on the site will be subject <br />to engineering and building standazds. Turf-lined bioswales would be <br />utilized to filter parking lot contaminants before entering the arroyos and, <br />ultimately, the bay. Erosion control and dust suppression measures will be <br />documented in the building permit plans and will be administered by the <br />City's Building and Public Works Departments. According to the United <br />States Federal Emergency Management Agency Flood Hazazd maps, no <br />portion of the site is located in a flood hazard zone. <br />The streets and buildings have been designed and located to <br />complement the natural terrain and landscape. <br />The project site is in a developed azea of the City and would not involve <br />the extension of any new public streets. No new buildings are proposed <br />with the subject application. No significant forms of landscaping would <br />be removed for the proposed development. <br />
