C. The City adopted the Vineyazd Avenue Corridor Specific Plan (the "Specific <br />Plan"), on June 1, 1999 to guide future development within its boundary. The <br />Specific Plan sets forth land use, infrastructure, and other policies governing <br />future development of the lands within the Corridor, a key element of which is the <br />realignment of Vineyazd Avenue. <br />D. Property Owner has entered into a sale agreement with Delco Builders for <br />development of portions of the Property in accordance with the Specific Plan. <br />Delco Homes has proposed a development plan consisting of 31 residential lots, a <br />vineyard estate site, and associated facilities. Delco Homes has also proposed a <br />Vesting Tentative Map implementing the development plan. The City approved <br />PUD-O1 and Vesting Tentative Map 7240 on Mazch 20, 2001 and Apri125, 2001, <br />respectively. The City also approved a Growth Management Agreement with <br />Delco Builders to allow development of the houses within the project to proceed <br />in an orderly, coordinated fashion. The approvals, taken together with the <br />Specific Plan, constitute the initial development plan for the Property (the <br />"Project"). The Project approvals required dedication of roadway rights-of--way <br />fro the realigned Vineyard Avenue and contemplate minor adjustments of lot <br />boundaries with Lonestar California, Inc., the neighboring property to the <br />northeast. Subsequent approvals, both discretionary and ministerial on the part of <br />the City, remain before any development can occur. <br />Revision #3, Draft Hahner Development Agreement Page 2 of 17 <br />
