8. The applicant shall explore using trellises or other ways of adding interest to <br />and/or breaking up the southern second floor elevation rather than using faux <br />windows. The final azchitectural treatment for this building elevation shall be <br />subject to the review and approval of the Planning Director prior to issuance of a <br />building permit. <br />9. The colors and materials of the second floor addition shall match those of the <br />existing structure. <br />10. Prior to occupancy of the second floor, the applicant shall remove and replace the <br />existing concrete blocks in the West Angela Street sidewalk near the project site <br />with concrete matching the color, concrete material, and pattern of the existing <br />West Angela Street sidewalk. <br />11. The applicant shall install an emergency phone in the building elevator. <br />12. Lighting in conformance with the City's Security Ordinance shall be provided <br />within the corridor leading to the eastern staircase. <br />13. The applicant shall effectively screen from view all ducts, meters, satellite dishes, <br />heating and air conditioning equipment, and any other mechanical equipment, <br />whether on the structure, on the ground, or on the roof, with materials <br />azchitecturally compatible with the main structure. Screening details shall be <br />shown on the plans submitted for issuance of building permits, the adequacy of <br />which shall be determined by the Planning Director. All required screening shall <br />be provided prior to occupancy. <br />14. All mechanical equipment shall be constructed in such a manner that noise <br />emanating from it will not be perceptible beyond the property plane of the subject <br />property in a normal environment for that zoning district. <br />15. The project developer shall use his best efforts in implementing the measures <br />identified in the Green Building Council's (GBC), "Leadership in Energy and <br />Environmental Design (LEED)" in the design, construction, and operation of the <br />proposed addition. These measures shall be shown on the building permit plan set <br />submitted for review and approval before issuance of a building permit. In <br />conjunction with the building permit application, the project developer shall <br />determine the building addition's "LEED Green Building Rating," using the GBC <br />evaluating methodology, and shall report the rating to the Planning Director before <br />issuance of the building permit which shall be reported to the Planning <br />Commission. <br />16. The applicant shall submit a final lighting plan for the building for the review and <br />approval of the Planning Director prior to issuance of building permits.
