The project developer shall use their best efforts to implement the measures identified in <br />the US Green Building Council's (USGBC), "Leadership in Energy and Environmental <br />Design (LEEDTM)" 2.0 rating system in the design, construction, and operation of the <br />proposed building, including all future tenant improvements. Before issuance of a <br />building permit, the LEEDTM measures detailed in Exhibit "A" dated Mazch 20, 2002 and <br />approved by the Planning Commission shall be shown on the building permit plan set. <br />20. Prior to issuance of a building permit, a detailed scoring of the building using the U.S. <br />Green Building Council's LEEDTM 2.0 Rating System shall be submitted to the Planning <br />Director for review and approval. The final LEED scorecazd, along with any additional <br />measures approved for use in the building, shall be forwarded to the Planning Commission <br />for its information. The applicants' architect shall attend the City's next LEEDTM Green <br />Building Workshop for commercial buildings and shall work with Planning Department <br />staff to incorporate green building measures to the extent feasible into the project. <br />21. A comprehensive sign program shall be reviewed and approved by the Planning Director. <br />The specific sign details, generally consistent with the signs shown on the development <br />plan, shall be submitted to the Planning Director for review and approval prior to building <br />permit issuance for any signs. <br />22. Prior to issuance of a building permit, the grading plan shall be modified to include the <br />vegetated stormwater filter system agreed upon with the City Engineer. The new grading <br />plan shall be subject to review and approval by the Planning Director. <br />23. Unless otherwise approved by the City Engineer and the Planning Director, occupancy of <br />the building shall not occur until the developer has installed a traffic signal at the <br />intersection of Tawny Drive/ Bernal Avenue/ Vineyard Avenue. The design of the signal <br />shall be submitted to the City Engineer and Traffic Engineer for review and approval. The <br />project developer shall pay the full cost of the signalization, but to the extent that these <br />costs exceed the Local Traffic fee owed by this project, the developer shall be eligible to <br />sign an agreement for credit against future local traffic fees for his other pazcels in the <br />immediate area, or reimbursement. This agreement shall be subject to the review and <br />approval of the Planning Director and City Attorney. <br />24. Prior to issuance of a building permit, the design of the proposed fence and gate shall be <br />submitted to the Planning Director for review and approval. <br />
