All roof mounted equipment, including HVAC and any other mechanical or communications equipment, shall be designed, installed, and maintained over the life of the building such that the equipment does not project above a horizontal plane established by the building's equipment screening walls. 26. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section 18.116.040 of the Zoning Ordinance for grand openings. 27. Prior to issuance of a building permit, the approved building colors and materials for the building shall be indicated on the building permit plan set. Colors and materials shall be consistent with the approved colors. 28. The project developer shall submit a waste management plan to the Building Department prior to issuance of building or demolition permits. The plan shall include the estimated composition and quantities of waste to be generated and how the project developer shall recycle at least fifty percent (50 percent) of the job site construction and demolition waste. Proof of compliance shall be provided to the Chief Building Official prior to the issuance of an occupancy permit. During demolition and construction, the project developer shall mark all trash disposal bins "trash materials only" and all recycling bins "recycling materials only". The project developer shall contact Pleasanton Garbage Service for all waste disposal. 29. The project developer shall effectively screen from view all ducts, meters, air conditioning equipment, and any other mechanical equipment, whether on the structure, on the ground, or on the roof, with materials architecturally compatible with the main structure. Screening details shall be shown on the plans submitted for issuance of building permits, the adequacy of which shall be determined by the Planning Director. All required screening shall be provided prior to occupancy. 30. All mechanical equipment shall be constructed in such a manner that noise emanating from it will not be perceptible beyond the property plane of the subject property in a normal environment for that zoning district. 31. All trash and refuse shall be contained completely within enclosures architecturally compatible with the main structure. The materials and color of the enclosure walls shall match the building walls and the gates shall be corrugated metal or solid wood. The location and design of the enclosures shall be shown on the plans submitted for issuance of building permits and shall be subject to the approval of the Planning Director and Fire Chief. Trash containers shall be stored within the enclosure at all times, except when being unloaded.
