Build It Green is particularly <br /> appreciative for the study developed by Santa Rosa; Green Buidina Phase Z <br /> Incremental Costs dated October 8, 2008, that quantifies the relative costs of <br /> GreenPoint Rated options. It Is Build It Green's understanding that Santa Rosa, based <br /> on information from this report, is considering moving ahead with adopting a 100 point <br /> threshold requirement using the current GreenPoint Rated cheolcflst <br /> Build It Green has concem that Santa Rosa may be rushing to adopt this threshold <br /> before GreenPoint Rated 2008 -2011 updates are complete, causing confusion for Santa <br /> Rosa's stakeholders and constituents. We believe that coordinating efforts with the <br /> GreenPoint Rated updates will establish a credible and rigorous green building program <br /> for Santa Rosa while maintaining a dear and consistent pathway for builders. <br /> To provide some background for the anticipated changes, l would like to briefly describe <br /> the GreenPoint Rated update process. Build It Green is currently in the process of <br /> updating the GreenPoint Rated checklist to maintain its "above Califomia code <br /> thresholds'. This effort is initiated every three years In coordination with the State <br /> establishment of new Title 24 Part 6 energy codes and includes a review of all codes <br /> and standards effecting the California building industry. It is anticipated that Califomia's <br /> new energy code will increase current compliance by approximately 15 %. In addition <br /> California is establishing higher water conservation and improved indoor air issue <br /> thresholds. Current point thresholds in the Green Point Rated checklist will be <br /> ratcheted upward next summer and 50 points eamed today will be less next summer. <br /> The updated GreenPoint Rated checklist will be available for use in unison with the <br /> California 2008 energy code updates which take effect in August, 2009 <br /> Following are a few issues relative to the update of GreenPoint Rated recommended for <br /> consideration in Santa Rosa's decision to adopt an increased point value. Build It Green <br /> is concerned that rushing into this change without enough forethought could lead to <br /> some unintended consequences. <br /> Point Evaluation— The Santa Rosa October, 2008 report is preliminary in its point <br /> equivalency of the 2008 -2011 GreenPoint Rated checklist to the current (2005) <br /> Page 1 of 2 <br />
