Santa Rosa December 15, 2008
checklist. The report cites that 50 points on the 2008 -2011 checklist equals 100 points
on the current checklist. However, the GreenPoint Rated updates are still in
development. A 100 point equivalency may be an overstatement of the changes
anticipated.
Cost Increases — If Santa Rosa was to adopt a 100 point threshold relative to the current
GreenPoint Rated checklist Ind maintain that threshold for the 2008 -2011 checklist, the
cost Increase to builders would be substantial. Review the Santa Rosa report indicates
that 100 points on the 2008 -2011 checklist could increase the cost to the builder as
much as $5,900 to $20,000 per home.
Chanaina Thresholds — In reverse, changing the requirement to 100 points relative to the
current GreenPoint Rated checklist and later adopting a lower threshold to compensate
for the additional cost is bound to create further confusion for stakeholders. The 50 point
threshold is a credible standard and is recommended to maintain consistency for all
versions of the checklist.
Dual Thresholds — The current GreenPoint Rated checklist will continue to be available
for use until August 2011 for projects permitted under the 2005 Title 24 energy code.
The 2008 -2011 checklist will be available for use starting in August 2010 for projects
permitted under the 2008 Title 24 energy code. As both checklists will be in use for one
year, maintaining a amsistent threshold of 50 Pointe for both versions is recommended
to minimize confusion.
Again, Build It Green thanks the City of Santa Rosa for its leadership in green building.
The Santa Rosa analysis, Green Building Phase 2 Incremental Cost dated October 2008
will add to Build It Green's efforts to be comprehensive, transparent and collaborative.
As you know we are in contact with over a hundred other jurisdictions in an effort to
encourage green building on a statewide basis.
We thank you for your thoughtful consideration of the issues addressed in this letter.
Sincerely,
Val Alexeff
Govemment Relations Manager
Build It Green
