Goal I S• Consider land use changes from non-residential to residential designations where appropriate. <br />Policy 39: Disperse high-density housing throughout the community, especially in the <br />Downtown and in other areas neaz public transit, major thoroughfazes, shopping, and <br />employment centers. <br />Program 39.1: Provide sites for multi-family housing, especially in locations near <br />existing and planned transportation and other services. <br />Policy 40: Strongly encourage residential infill in azeas where public facilities aze or can be <br />made to be adequate to support such development. <br />Program 40.1: Zone infill sites at densities compatible with infrastructure capacity and <br />General Plan Map designations. <br />Program 40.2: Encourage the development of "second units" and shared housing in R-1 <br />zoning districts to increase the number of housing units while preserving the visual <br />chazacter within existing neighborhoods of single-family detached homes. Institute a <br />monitoring program to track the use of second units for low- and very low-income <br />housing. <br />Program 40.3: Encourage mixed-use developments that combine residential uses with <br />compatible commercial uses, especially in the Downtown. <br />Program 40.4: Adopt incentives and design guidelines for constructing residential uses <br />above-ground floor commercial establishments. <br />Program 40.5: Institute a program by which the City would assist developers of mixed <br />use projects to secure loans from financial institutions. <br />Program 40.6: Consider incentives which would facilitate relocating existing <br />commercial/office/industrial uses in order to enable development with residential uses. <br />Policv 41 • Disperse affordable housing units throughout new residential developments.
