Policy 42: Reserve suitable sites for subsidized very low- and low-income housing. <br />Program 42.1: Acquire and/or assist in the development of one or more sites for very <br />low- and low-income housing. <br />Program 42.2: Issue tax-exempt bonds to finance the construction of very low- and low- <br />income housing units, to purchase land for such a use, and to reduce mortgage rates. <br />Program 42.3: Issue RFP's to developers of low- and very low-income housing, <br />including both non-profit and for-profit developers, to construct low- and very low- <br />income housing on identified sites. <br />Policy 43: Study non-residential properties identified in Table _ for conversion to residential <br />land use in conjunction with the Land Use Element update. Undertake the Land Use study and <br />update within one year of adoption of the Housing Element. Follow-up changes to the Land Use <br />Element modifications with appropriate rezonings. <br />Policy 44: Increase housing in the commercial portion of the Downtown azea by permitting <br />three-story . °°:^~~d~~*in~rconstruction in the Downtown azea pursuant to the Downtown Specific <br />Plan, with one or two stories of Ary-residential over <br />commercial in mixed use buildings units. <br />Housing Discrimination <br />Goal 16: Te-gEliminate discrimination in housing opportunities in Pleasanton. <br />Policy 45: Promote fair and equal access to housing for all persons regazdless of race, color, <br />religion, gender, disability, sexual orientation, age, national origin, or family status. <br />Program 45.1: Support State and Federal provisions for enforcing anti-discrimination <br />laws. <br />Program 45.2: Publicize information on fair housing laws and refer all complaints to the <br />U.S. Department of Housing and Urban Development, ECHO, and the California <br />Department of Fair Employment and Housing. <br />Revised Draft Housing Element Goals, Policies, and Programs: 1/28/02 - 16 - <br />
