Policy 42: Reserve suitable sites for subsidized very low- and low-income housing. Program 42.1: Acquire and/or assist in the development of one or more sites for very low- and low-income housing. Program 42.2: Issue tax-exempt bonds to finance the construction of very low- and low- income housing units, to purchase land for such a use, and to reduce mortgage rates. Program 42.3: Issue RFP's to developers of low- and very low-income housing, including both non-profit and for-profit developers, to construct low- and very low- income housing on identified sites.
