Policy 34: Encourage and support the formation of a Valley Housing Authority to administer the <br />Section 8 Program for the entire Tri-Valley area and also to maintain the Ppublic 1=lhousing units <br />in each city. <br />Policy 35: Develop a program to promote existing education, technical assistance, and <br />incentives for building owners, homeowners, landlords, and tenants to install energy and water <br />conserving fixtures, equipment, and systems when they rehabilitate their housing.
