Policy 34: Encourage and support the formation of a Valley Housing Authority to administer the <br />Section 8 Program for the entire Tri-Valley area and also to maintain the Ppublic 1=lhousing units <br />in each city. <br />Policy 35: Develop a program to promote existing education, technical assistance, and <br />incentives for building owners, homeowners, landlords, and tenants to install energy and water <br />conserving fixtures, equipment, and systems when they rehabilitate their housing. The City <br />should develop a centralized information system of available energy conservation incentives. <br />Policy 36: Encourage the maintenance of safe, sound, and well-kept housing city-wide. <br />Program 36.1: Enforce the provisions of the City Zoning, Building, and Fire Codes. <br />Policy 37: Encourage the preservation of historically and architecturally significant residential <br />structures especially in the Downtown azea, pursuant to the Downtown Specific Plan. <br />Program 37.1: Preserve historically significant structures through the development and <br />implementation of a historic landmark preservation ordinance. <br />Policy 38: Eliminate all substandazd housing conditions within the community. <br />Program 38.1: Maintain building and housing code enforcement programs, and monitor <br />project conditions of approval. <br />Program 38.2: Continue the Rental Housing Rehabilitation Program to improve low- and <br />very low- income rental units. <br />Program 38.3: Supplement CDBG funds with the City's lower-income housing fund for <br />rehabilitation of very low- and low-income housing units. <br />l~lesatien <br />Housing Location <br />Goal 14: 4'e-pProvide adequate locations for housing of all types and in sufficient quantities to meet <br />Pleasanton's housing needs. <br />Revised Draft Housing Element Goals, Policies, and Programs: I/28/02 - 14 - <br />
