Commissioner Kameny inquired whether a model would be prepared for the
Commission's examination.

Regarding the color scheme, Chairperson Maas noted that it was too early to determine
its adequacy.

Regarding the adequacy of the traffic study, the Commissioners agreed that it was
insufficient.

The Commissioners agreed that the traffic analysis should be amended to address the
small percentage of trips on East Angela and Bonita.

Chairperson Maas would like to see more analysis on the traffic issues, and would like to
see Bonita Avenue closed during the week.

Commissioner Sullivan noted that the credibility of the traffic report is in question.

Chairperson Maas believed that there was a safety issue on Bonita.

The Commissioners generally agreed that the available parking was adequate for staff
and visitors.

Chairperson Maas believed that as long as they participated in the City-sponsored traffic
plan, that would be sufficient.

Regarding construction hours, the Commission believed noise impacts would be
addressed if a Monday through Friday schedule were to be followed.

Regarding emergency vehicle access, Chairperson Maas believed that sirens were turned
off in neighborhoods.

Mr. Iserson believed that was generally true.

Chairperson Maas noted that was a concern that staff could work through with the
applicant, as well as accommodation with school hours.

Commissioner Roberts noted that sirens functioned primarily to move traffic.

Regarding green building measures, Commissioner Sullivan noted that he would like to
revisit the whole design and examine the commercial versus residential use as it applies
to the Green Building Ordinance.

Commissioner Arkin noted that green building generally lowered the operating cost.

PLANNING COMMISSION MINUTES

December 11,2002

Page 23
