<br />o Ongoing effort with Contra Costa County and Shapelllitigation <br />. Noted that Livermore is almost totally built out, and there was not much space <br />left. Navlet's Garden Center is a major development that will come through in <br />2003. <br />. The first Synagogue will be brought before the City Council shortly. <br /> <br />IV. PRESENTATION BY RICK DOWLING OF DOWLING ASSOCIATES. <br />INC. <br /> <br />Chairperson Maas introduced Rick Dowling, who gave a PowerPoint presentation <br />entitled 'Tri-Valley Traffic Congestion Trends and Issues." <br /> <br />. Slides depicting existing land use, approved developments, and build-out <br />developments were shown. <br />. Slides displaying traffic impacts of approved development, and traffic impacts <br />of build out development were displayed. The increased traffic impacts after <br />buildout were heaviest between 580/680 junction and Livermore along the <br />1-680 corridor, as well as Hacienda in Dublin to San Ramon and Danville. <br />. A slide depicting existing congestion at AM peak hours was compared with <br />slides showing future AM congestion with approved development, as well as <br />future AM congestion with buildout development. The Isabella Parkway was <br />also noticeably impacted. <br />. A slide was shown depicting the impact of extending 1-580 HOV lanes from <br />Tassajara. <br />. A slide was displayed showing the effects of ramp metering. The heaviest <br />impacts are in Dublin on 1-580 and southem Pleasanton along 1-680. <br />. The model contains: <br />o An integrated travel demand and traffic simulation model that is: <br />. sensitive to regional growth trends, and <br />. recognizes the constrictive effects of extreme traffic congestion. <br />o Nobody has yet acquired this model, including MTC, ACCMA, or CCTA. <br /> <br />Questions & Answers <br />I. Q: What is the status of any BART additions? <br />A: One more station would be added, but not in Livermore. <br />2. Q: What transit alternatives are there besides fixed rail? <br />A: A modest ACE train route, a BART extension, and an aggressive <br />TSM programs will be in place, and bus service is anticipated. <br />3. Q; Many North Livermore residents have complained about not being <br />able to exit their driveways because of traffic. <br />A: Mr. Dowling acknowledged the question. <br />4. Q: With respect to the introductory slides which showed buildout <br />development, was it fair to assume that the traffic impacts and <br />congestion were driven more by the employment centers than <br />residential? <br /> <br />Page 4 of5 <br />
