<br />,,- <br /> <br />Commissioner Sullivan stated that he agrees with what the Commission is trying to do and he <br />supports that idea, but because of his concerns related to infrastructure he cannot vote to say that <br />the report is adequate <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br /> <br />Commissioners Arkin, Kameny, Maas, and Roberts <br />Commissioner Sullivan <br />None <br />None <br /> <br />Resolution No. PC-2002-76 was entered and adopted as motioned. <br /> <br />Commissioner Sullivan moved to: (1) grant the reallocations for the developers that signed <br />the Vineyard Corridor development agreements; (2) grant the PonderosalBusch property <br />project reallocations; (3) include the golf course projects as major project allocations; (3) <br />set the first-come, first-served projects at a baseline of zero, but to consider first-come, <br />first-served projects on a case-by-case basis by either the Planning Commission or City <br />Council in order to allow projects considered to be desirable to move forward, but still <br />address the infrastructure concerns; (4) not shift the 14 units from first-come, first-served <br />to major projects in 2004; and (5) reclassify the McCurdy project as first-come, first- <br />served. <br /> <br />r <br /> <br />Commissioner Sullivan noted that he feels this will allow projects to go forward that they have <br />agreed are important and allows them to look at other projects on a case-by-case basis and <br />address some of the concerns. <br /> <br />Chairperson Maas stated that she feels comfortable with staff s recommendation because the <br />Planning Commission has the opportunity to review growth management annually. She further <br />stated that the idea of controlled or managed growth is healthy, seems realistic, and gives the <br />community the amenities such as expansion or building of new schools, parks, library expansion, <br />and a new city hall. She advised that she is concerned about the issue of water, but according to <br />the staff report this area is being monitored, and, therefore, she is comfortable with staff s <br />recommendation, She stated that she senses some frustration with the two developers that have <br />not signed the development agreement and she wonders why that has not happened. <br />Commissioner Maas stated that she supports staff's recommendation. <br /> <br />Commissioner Sedlak stated that he feels Commissioner Sullivan's motion is very thoughtful, <br />but he is concerned about the portion of the motion that would allow good projects to be brought <br />forward before others. He noted that he is under the impression that staff will sort those out first <br />and he wonders that if the statement included in the motion tends to be discriminatory based on <br />one's own personal likes and dislikes about a project.
