He further advised that he thinks they are already at the threshold <br />of development, funding, and students to support the school. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Swift advised that pursuant to the new <br />gift agreement the use of funds is much broader than that of statutory fees. He advised that the <br />gift agreement puts the discretion of the use of those funds in the hands of the school district. <br /> <br />Commissioner Roberts stated that she is concerned about the Housing Element Update and <br />instead of contracting they should look at expanding. She advised that she thinks the <br />transportation issue is covered in the growth management report, noting that every proj ect that <br />the Planning Commission reviews includes a traffic study. <br /> <br />r- <br /> <br />Commissioner Kameny advised that he concurs with Commissioner Roberts, and he also <br />understands what Commissioner Sullivan is saying regarding the transportation, schools, and air <br />quality impacts, He stated that he thinks the economy takes care of itself and he is fairly happy <br />with the report as presented. He noted that he is concerned with deleting the first-come, first- <br />served allocation, because part of that allocation is for the golf course. He advised that he does <br />not have a problem with the projections and proposed allocations, in that the economy will <br />dictate what the builders want to build. Commissioner Kameny stated that while they talk about <br />the impacts on schools as a result of development, he questioned how the impact of homes that <br />are resold to families is factored into enrollment projections. Mr. Swift advised that the district's <br />demographer makes a "best guess" on enrollment from the existing housing stock. He suggested <br />that the Planning Commission review the housing section in the Growth Management Report as <br />it contains discussion about the demographics of existing neighborhoods, <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Swift advised that the City Council <br />can create a new growth management category. He further advised that the Council has the <br />ability to amend the ordinance. Mr. Swift confirmed that they could amend the ordinance to <br />allow the development of a project that they felt was desirable. He also confirmed that the <br />ordinance could be amended to grant first-come, first-served projects on a case-by-case basis. <br /> <br />Commissioner Arkin moved to accept the Growth Management Report as being adequate <br />and recommend to the City Council acceptance of the document. Commissioner Roberts <br />seconded the motion. <br /> <br />Chairperson Maas advised that she would like to see included in the motion some type of <br />incentive given to applicants who come forward with zero-net energy and green building <br />practices and that allows the Council to be creative in including such a incentive. <br /> <br />Commissioner Arkin amended the motion to accept the growth management report and <br />recommend that the City Council accept it as well, with the addition of a new category of <br />50 units for "net-zero energy homes" in Table 2, "Present and Future Yearly Allocations <br />and Sub-Allocations (units)."
