He advised that he <br />does not want to see the additional 14 units moved from the first-come, first-served sub- <br />allocation to the 2004 major-project sub-allocation category, He further advised that he would <br />also propose that the Ponderosa Busch property development allocations be granted as proposed, <br />because he thinks this project has a significant benefit to the community. <br /> <br />Discussion ensued regarding staffs recommended proposal and the proposal suggested by <br />Commissioner Sullivan. <br /> <br />Commissioner Sullivan advised that in order to address the infrastructure concerns he is <br />proposing that the first-come, first-served project allocation be reduced to zero, starting now and <br />until there is a plan in place to address these problems, or at least until some of these questions <br />are answered. <br /> <br />Mr. Swift noted that this would affect smaller projects that are currently unbuilt in the first-come, <br />first-serve category, which are predominantly projects that relate to the golf course and small <br />projects around the City. <br /> <br />Commissioner Sullivan stated that he would also like to see that any house that is a zero-net <br />energy house be exempt from growth management approval, and that perhaps some of the golf <br />course houses could be built under this provision. <br /> <br />Discussion ensued regarding the Planning Commission's recommendation last year to establish a <br />r' "super green" category. Chairperson Maas suggested alternative wording that would provide <br />consideration for houses that are "green" and zero-net energy, rather than mandating a category. <br /> <br />Commissioner Arkin advised that he does not want to penalize citizens that want to build a single <br />home. Commissioner Sullivan stated that he would consider modifying his suggestion to allow <br />some first-come, first-served projects to address this issue. He further stated that they may also <br />want to consider allowing allocations so that the golf course can be developed. <br /> <br />Discussion ensued regarding the school board action concerning the proposed construction of <br />Neal Elementary School. <br /> <br />Commissioners Kameny and Roberts returned to the dais. <br /> <br />Commissioner Roberts advised that she understands where Commissioner Sullivan is coming <br />from, but she feels that the report is as complete as it can be for anyone year. She noted that <br />transportation issues involve a great deal of regional planning. She stated that she does not think <br />that the allocations that are being rolled-over will make a difference. She advised that they <br />cannot deal with the issues related to schools, and that by slowing growth the result will be that <br />the school district will have less students and will not have the amount of development fees that <br />they are planning on; and, therefore, they will not build the additional school. <br /> <br />- <br /> <br />Commissioner Sullivan advised that he understands that they have the enrollment numbers now <br />to support the school and they have the funds to support the school; however, the decision to <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />November 25, 2002 <br /> <br />Page 11 <br />
