Support options that will reduce market volatility, stabilize rates, and <br />increase reliability. <br /> <br />Ms. Eisenwinter noted that there was an emphasis in the Plan to protect the environment, improve <br />the community's quality oflife, support opportunities that would increase local economic vitality, <br />stabilize energy rates, and increase energy reliability for both the business and residential <br />community. <br /> <br />Mr. Baker noted that the group identified several key elements: <br /> <br />1. <br /> <br />Assets: The area contains a technically sophisticated, highly educated populace, <br />and local organizations to match that description; <br />Opportunities: Beneficial climate, location for renewable energy sources, and <br />community support for quality of life issues. <br />Barriers: Resistance to change, a reluctance to accept new technological <br />solutions, and the current energy market volatility. <br /> <br />r-- <br /> <br />2. <br /> <br />3. <br /> <br />Ms. Eisenwinter noted that the Plan contained a more detailed list of Assets, Opportunities, and <br />Barriers in Attachment C. <br /> <br />Mr. Baker noted that an extensive Action Plan was developed, broken down into six general <br />categories: <br /> <br />1. Advocacy and education; <br />2. Reducing Pleasanton's energy demand; <br />3. Supporting and developing ordinances, policies, and legislation; <br />4. Develop financial possibilities; <br />5. Creating alliances; and <br />6. Improving Pleasanton's energy supply. <br /> <br />Ms. Eisenwinter described the Action Plan in further detail, as described in the staff report. She <br />noted that the action items were in approximate order of priority by the group members. <br /> <br />".-. <br /> <br />Mr. Baker noted that implementation of the action items was the next step, and noted that the <br />Economic Vitality Committee had already provided its input.
