-

THE PUBLIC HEARING WAS REOPENED.

Chairperson Maas suggested that the Commission request a show of hands from the audience
regarding the deletion of the rear walkway. A majority of the audience wished to delete the
walkway from the plans.

THE PUBLIC HEARING WAS CLOSED.

Mr. Iserson advised that the tree limbs were to be removed to the easement line when the fence
was moved. He was concerned about the effect that removal of the limbs may have on the trees,
and believed there may be a substantial amount of cutback. He suggested that a condition be
added to require further study by an arborist on the effect of pruning the trees, and require that
they be pruned in such a way that would not compromise their health or require their removal.

Chairperson Maas added the following modifications to the motion:
. Further study by an arborist would be required regarding the effect of pruning
on the trees' health.
. The trees shall not be pruned in such a way that would compromise their health
or require their removal.
. The walkway extension is deleted from the project.

r

Commissioner Roberts seconded the motion.

Commissioner Sullivan supported the idea of the project, and added that it was a way to increase
affordable housing. He noted that there were some noticing issues, and believed that the owner
and the residents should have a workshop to work through their concerns. He suggested that the
item be continued, and could be brought before to the Plarming Commission once further
consensus had been reached.

In response to an inquiry by Chairperson Maas, Mr. Iserson confirmed that the residents could
contact either the applicant or the City with questions about the project.

Mr. Iserson noted that the last condition should be changed to state that there would be no
increase in monthly rental charges for the parking spaces.

Commissioner Roberts added that Condition #28 be modified to state that there be no
further charges for the RV parking beyond what is currently charged.

Commissioner Sullivan noted that he supported continuation of the item, and would not make a
substitute motion unless there was support for it.

Chairperson Maas advised that there was an existing motion on the floor.

Commissioner Roberts shared Commissioner Sullivan's concerns, and suggested that the
r neighbors contact the City if their concerns were not addressed.

PLANNING COMMISSION MINUTES

October 23, 2002

Page 19
