,--.

THE PUBLIC HEARING WAS OPENED.

Ken Waterhouse, 500 Giuseppe Court, Ste. 2, Roseville, applicant, advised that the advisory RVs
were not under the power lines themselves, and added that PG&E has their own setbacks of
fifteen feet on either side of the power line. He noted that when they first bought the park,
investigation of the PG&E power lines was part of their due diligence. He had been told by the
PG&E that the power lines would eventually be removed.

In response to an inquiry by Commissioner Roberts, Mr. Waterhouse he noted that the RVs were
fully self-contained, and were an affordable residence for seniors in Pleasanton. He noted that
there was a waiting list for those RV spaces.

A discussion of the Civil Code of residency with respect to mobile homes ensued.

Mr. Waterhouse noted that for the past thirty years, there had been a charge for the RV spaces
themselves, although the carwash is free.

r-

Jacki Hawk, 3231 Vineyard Avenue, noted that she lived next door to the site of the proposed
units. She wished to be assured that when the fence was moved, no trees would be removed. She
noted that many residents did not want the new walkway, and added that they had greenbelts
available for walking. She noted that there had been a substantial increase in vandalism in the
area, and would not like to have any additional access coming into the park. The residents were
very concerned about a major project being started in the park when the owners had difficulties
in completing projects. A neighbor who was unable to attend wished to state that she lived next
door to the RV spaces, and did not want to live next to an RV storage area.

In response to an inquiry by Commissioner Sullivan, Mr. Iserson noted that the trees were
located along the existing fenceline between space 36 and the current RV storage/carwash area.
The trees in that area would not be removed.

Carolyn Wyatt, 3231 Vineyard Avenue, #105, wished to correct the errors in the staff report, and
noted that space #105 should be #106, and space #104 should be #105. She noted that the
powerlines ran catty-corner to her property. She voiced her opposition to this project, and added
that she was not notified of it until she read the Plarming Commission notice. She noted that Mr.
Waterhouse had never spoken to her or other residents about this project, and added that a the six
foot hedge was removed without her consent. She expressed concern about the lack of privacy.

Chairperson Maas noted that there may be new landscaping that would be added for privacy.

A discussion of the corrected lot numbers ensued.

Minta Orozco, 3231 Vineyard Avenue, #99, spoke in opposition to this item. She noted that the
current residents of the RVs are very quiet. She shared Ms. Hawk's concerns about completion
of maintenance projects on-site.

,--.

PLANNING COMMISSION MINUTES

October 23, 2002

Page 17
