/"-_ Staff is in general support of the application, and believed that the addition of three mobile home
spaces on the site would provide a small amount of moderate or low cost housing for seniors.
The use would not create any significant additional traffic or having any impacts on anyone. The
same level of amenities would be provided, and the stabilization of the arroyo and the extension
of the walkway would be improvements to the site. Staffhas conditioned a vegetation study if
any landscaping must be removed, and the walkway must be replaced if the original walkway is
removed.

In response to an inquiry by Chairperson Maas, Mr. Iserson did not know if there were any other
areas of the City where people lived under 60KV lines.

Wes Jost advised that in most cases, PG&E owned the right of way for the 60KV lines, and that
there were no homes built under those lines. Regarding the 230KV lines, the rulings by the PUC
stated that a portion of that line must be removed. PG&E was in the process of making their
interpretation of that judgment, and which portions of the line must be removed.

Commissioner Roberts noted that the proximity of the school was the impetus for the potential
removal of that line.

In response to an inquiry by Chairperson Maas, Mr. Jost was not aware of any research that
provided information about the health impacts of living under a 60KV line.

r" .

Commissioner Arkin advised that an article in the IEEE Magazine (Institute of Electronic
Electrical Engineers) that cited inconclusive research regarding sterility and proximity to power
lines.

Commissioner Sullivan noted that this was a controversial subject, and research was available for
both points of view.

In response to an inquiry by Commissioner Roberts, Mr. Iserson confirmed that page 4, space 64
should read space 46. He added that there were errors on page three that read "west" where it
should have read "east."

In response to an inquiry by Commissioner Arkin, Mr. Iserson noted that the spaces were created
legally in 1970, and were precluded from being used for permanent spaces under the PG&E
rules.

Commissioner Sedlak noted there were several healthy lemon bushes that grew under the power
line near spaces 105 and 106. He visited the site earlier in the day and counted 21 parking spaces
in the storage area. He was able to see the alignment of the new homes, and added that the
setbacks seemed to be short. He assumed that the soil stabilization on the arroyo would ensure
that the home would have an east/west alignment, and would not tilt if there was a soil failure.

In response to an inquiry by Commissioner Sedlak, Mr. Iserson replied that there is currently
room for eleven spaces for RVs. The proposal is not to compensate for all of them directly, but to
r- put seven on the PG&E right of way, and make up the difference with off-site storage.

PLANNING COMMISSION MINUTES

October 23, 2002

Page 16
