Citv of Pleasanton - Commercial & Civic Green Buildinl!: Ordinance
An application to amend the Pleasanton Municipal Code by adding an ordinance
that will require civic and commercial projects over 20,000 square feet in size to
incorporate green building measures from the U.S. Green Building Council's
LEEDTM (Leadership in Energy and Environmental Design) Rating System. The
Planning Commission will also consider the Negative Declaration prepared for
this application.

Mr. Iserson introduced Associate Plarmer Tricia Maier.

Chairperson Maas welcomed Ms. Maier to the Planning Commission meeting.

Associate Plarmer Tricia Maier introduced Geof Syphers, Director of Green Building
Services with Xenergy, Inc., who would field the more technical questions. He was
involved with the initial meetings that staff held with the Alameda County Waste
Management Authority when the ordinance was developed.

r- Ms. Maier noted that Wendy Sommer of Alameda County Waste Management Authority
was in the audience, as was David Gottfried, the founder of the U.S. Green Building
Council and President/CEO of World Build.

Ms. Maier noted that staff took great pleasure in bringing the Green Building Ordinance
to the Plarming Commission. She noted that the Ordinance was the result of direction by
the Commission for staff to codify the Green Building requirement for commercial and
residential structures. The Ordinance presented was specifically for commercial and
civic structures, and that the Ordinance for residential subdivisions was still being
developed.

Ms. Maier noted that the model ordinance was developed with the Alameda Waste
Management Authority, which was refined by a staff work group to suit Pleasanton's
needs. The first draft was presented to the Economic Vitality Committee and the Energy
Advisory Group for comment on the actual ordinance. Based on those comments, minor
revisions were made to the ordinance.

r-

PLANNING COMMISSION MINUTES

September 25, 2002'

Page 3
