She felt comfortable with the issue of fIrst <br />costs, as well as the aesthetic impacts. <br /> <br />Commissioner Roberts noted that the Commission still had the Design Review process to <br />ensure that there were no negative aesthetic impacts. <br /> <br />Chairperson Maas would like the City to strive for a Silver level, and believed that should <br />be included in the recommendation. She believed that a review of the Ordinance in one <br />year should be examined. She believed that a localization of the recommended measures <br />through the workshop was a good idea. <br /> <br />Ms. Maier advised that staff had developed some proposed language recommended by <br />Commissioner Roberts regarding the buffer period and the timing for when the new <br />version of the LEED rating system would be used: <br /> <br />"For the first six months after the release of a new version of the green building <br />rating system. the applicant shall be given the choice at the time the project is <br />formally submitted to the Planning Department for approval with the payment of <br />appropriate fees. " <br /> <br />Ms. Maier noted that at that point, the applicant would be given the choice of using the <br />most current version or the version to be superseded. <br /> <br />;--- <br /> <br />Commissioner Sullivan moved to recommend approval of the draft negative <br />declaration and Case PRZ-09 as recommended by staff, with the modifications <br />shown in the September 25, 2002 staff memorandum reflecting David Gottfried's <br />recommendations and the additional wording provided by staff regarding new <br />LEED versions. The Ordinance would be reviewed in one year. The City would <br />strive to achieve a Silver level of certification for civic projects, including a <br />significant renewable energy component in the project.
